The research seeks to comprehend the development of the promoting and structuring Fiscal Education actions in the states and in the federal district, attending to the guideline and the administrative requirements established by the Escola de Administração Fazendária (ESAF) to implement the Programa Nacional de Educação Fiscal (PNEF). The study has an exploratory content with a qualitative approach. The informations were collect with a questionnaire applied through the Google-docs by the managers of the program in any federated unit. Were founded several results, as the fragility of the program in the budgeting and financial area, the low frequency of the Grupo de Educação Estadual (GEFE) in regular meetings, the absence to monitor undertaken actions and the absence of interlocution between the GEFE and the forums of national discussions, especially the Conselho Nacional de Política Fazendária (CONFAZ). Despite the fragilities, the work shows the occurrence of some actions to disseminate Fiscal Education in schools and universities, the establishment of partnerships and the participation of the GEFE‟s in the national meetings. With the study, it was possible to conclude that in spite of the weaknesses found in its structure, the PNEF s institutionalized in the states and in the federal district, observing the differences between the federal units in relation to the ripening of the program. Despite the difficulties evidenced, it appears that they are capable of resolution, as far as it recognizes the importance of the Program for the promotion of a culture of active citizenship in the society and it will gives better conditions of implementation

Neste artigo propõe-se mensurar o nível de educação fiscal do cidadão, a partir da base de dados do Programa Nacional de Educação FiscalPNEF. São apresentados alguns trabalhos que tratam da educação fiscal em nível nacional e internacional, cujos fundamentos retratam uma educação voltada ao exercício da plena cidadania. Os dados utilizados são resultados de uma pesquisa de campo realizada com o apoio da Escola de Administração Fazendária, utilizando como instrumento de coleta o surveymonkey. A amostra compreendeu 1.804 respostas a um questionário estruturado a partir dos fundamentos da educação fiscal pregados pela gestora do programa (ESAF). Os dados foram tratados por análise fatorial, sob o pressuposto de identificar dimensões latentes do nível de educação fiscal dos cidadãos. Pelos fundamentos, previa-se a identificação de sete dimensões, mas os resultados evidenciaram quatro dimensões latentes observáveis e fundamentadas teoricamente. Comprovou-se, apesar das limitações inerentes ao tipo de pesquisa, a possibilidade de mensuração do nível de entendimento da educação fiscal por múltiplos componentes, considerando afirmar que a educação e seus fundamentos são entendidos pela população, que reconhecem a sua importância, pressupondo ainda uma contribuição ao estado da arte da pesquisa na medida em que fomenta e dissemina a temática da educação fiscal no contexto acadêmico em nível de graduação e pós graduação e abre campo para estudos que objetivem revalidar os achados.

O principal objetivo da pesquisa Programa Nacional de Educação na Reforma Agrária: o caso do curso Pedagogia da Terra da UNEMAT é analisar a experiência do convênio do curso Pedagogia da Terra, realizado no período de julho de 1999 a julho de 2003, focalizando as relações entre os sujeitos sociais envolvidos, principalmente entre a UNEMAT e o MST, também incluindo instituições e órgãos governamentais. A pesquisa é de abordagem qualitativa e faz uma análise histórica das lutas de resistência camponesa no Brasil e das mais recentes ações do MST na luta por terra e por Reforma Agrária. Analisa articulações com outros sujeitos sociais e entidades da sociedade civil em busca de políticas públicas de educação do campo, resultando no Programa Nacional de Educação na Reforma Agrária em 1998 e na possibilidade de se desenvolverem ações nessa área, em parcerias com universidades, instituições e órgãos governamentais. A pesquisa, que levou em conta o contexto de crise do capitalismo e de reforma do Estado no Brasil a partir dos anos de 1990, foi conduzida através de análise documental e bibliográfica e entrevistas semi-estruturadas. Os resultados apontaram para alguns avanços, limites e contradições relacionados com os aspectos metodológicos, de gestão e de financiamento, também indicando relações entre as tendências teórico-metodológicas do Projeto Político Pedagógico do curso e aquelas que influenciam os trabalhos educativos do MST. Este estudo pode contribuir para subsidiar políticas educacionais resultantes de projetos em parcerias hoje no país.

Study about environment education public policies, emphasizing the directress since the 1970 . It analyses the environment education administration of Mossoró city, indentifying its articulation with the international directresses and the Environment Education National Policy (PNEA), established according the law number 9.795/99. The text takes as empiric reference the Environment Education National Policy (PNEA) of Mossoró city, realized since 2006. In order to make the research, we employed as methodologic proceedings a bibliographical and documental revision from wich we developed a contextualization of the propolsals toward a environment Education policy and administration, the institution of the environment Education in Brazil, in the neoliberal context on the State reform ambit. We also employed a semi-structured interview, having as individuals two Environment Education Municipal Program Administration of Mossoró city / RN state administrators and nine Municipal Education System educators. The analysis was done from the historic and dialetic perspective, trying to understand the facts in its totallity. The results revealed that the environment Education has become to be emphasize as an environment crises superation strategy since the 1970 s. In this context, the environment Education administration directress, in the United Nations (UN) initiative ambit, emphasizes the participation and the partnership as a way to share responsabilities between the State and society. In the neoliberalism affirmation context, in the 1990 s, these directresses were fortified, once, since the State reform, their functions were redimensioned and the State turns into a stronger planner an controller, inducing the society to act as a public polcies executor. Therewith, a deconcentration action process is consolidated, rather than an administrative and pedagocgic decentralization, historically revendicated on Education by the progressist sectors. Even though the administrators interviewed have revealed the wish that the schools become autonomous on the PMEA execution, through the NEAs, we notice that the methods employed do not contribute to that, because of the decisions concentration on the associated managership ambit and the few human and financial resources. In spite of the difficulties, the research showed that the Mossoró municipality innovated on the environment Education field, by the institution of the NEAs, even though they demonstrate fragilities regarding their performance, revealed on the educators and adiminstration talk on the interviews. We verify that the main difficulties come from the politc culture installed on the municipality, ruled by a technocracy and power concentration wich brings difficulties to the implementation of a democratic and participative administration, even though it would not be totally impossible, even on the circumstances described

O trabalho de conclusão de curso de mestrado acadêmico apresenta um estudo de caso sobre educação fiscal, cuja unidade de análise é o Grupo de Educação Fiscal de Pernambuco. A dissertação tem como objetivo final identificar as principais dificuldades que devem levar em conta os gestores, nos processos de execução da educação fiscal nas escolas públicas do ensino fundamental pernambucano. Para tanto, realiza uma combinação de quatro técnicas de coletas de dados, empregando formulário de pesquisa com perguntas fechadas e abertas, observações livres, entrevistas individuais e grupo de foco. Emprega técnicas de análise temática e categorial considerando as perspectivas micro e macrossociais. A base da interpretação abrange perspectivas históricas, culturais, políticas e econômicas. O estudo apresenta discussões sobre sociedade, poder e educação moral num contexto de psicologia social dos valores humanos. Apresenta seis variáveis de influência negativa do fenômeno e possíveis soluções, apontando a falta de um banco de dados próprio, metas e avaliações de desempenho comuns aos membros do grupo. Reprova a denominação “disseminador” e sugere a capacitação de professores para organizar os papéis que os meninos e meninas devem assumir em sala de aula. Conclui ser necessária a pressão a congressistas, visando à aprovação de lei que determine a inclusão de uma disciplina obrigatória de Ética enquanto Ciência da Moral na educação básica nacional. Sugere a vinculação de verbas a contraprestações com uma Coordenação centralizada do PNEF. Conclui que o Brasil necessita fixar uma matriz moral em seus jovens visando à construção de uma cultura de respeito ao próximo e tolerância às diferenças e que a melhor forma de realizar isso é por meio de investimentos em educação moral.

This work presents a framework for full-time education in Brazil, analyzing the levels of proximity and distance of the Brazilian regions in relation to achieving target paragraph 06 of the bill of the new National Education Plan, which establishes the offer of full-time education in at least fifty percent of public schools, and at least twenty-five percent of students in basic education. It aims to determine the contribution of the “Mais Educação” (More Education) Program of the federal government in fulfilling this goal.

This study aims to investigate the process of implementation of Programa Nacional Biblioteca da Escola, PNBE, and the reader's training on Childhood Education level in Natal. The promotion of literary reading is the opportunity of inclusion in a world that is connected to citizenship, to human rights and social justice, because the reading is the way which gives meaning to the life and, therefore, it is a right for everybody. The study is characterized as a qualitative research with evaluative approach. The methodological procedure that constitutes this corpus took place in three stages: the first one was about the analysis of laws and documents of national public policies for the reading promotion; questionnaires were applied by Managing Committee - Natal/RN to CMEIs and the available websites from MEC that provide distribution of the acquis; in the second stage, we adopted the semi-structured interview as a methodological procedure elaborated with open questions that focus on the program management and to the acquis of PNBE; and in the third step we visited the 21 centers of childhood education in Natal for interviewing and to do the exploratory observation in places of reading. The Informant actors in this research are: the advisors of SME - Natal and FNDE, managers and teachers in Municipal Childhood Education Centers who totalize 30 informants. This theoretical and methodological framework follows the studies of Amarilha (1993; 1994; 2002; 2006; 2010; 2012), Bardin (2001), Bogdan; Biklen (1994), Castro (2007; 2008; 2012), Demo (2000; 2006; 2008), Fischer (2006), Moreira; Caleffe (2008), Paiva (2008; 2012), Secchi (2010; 2012), Soares (2003; 2008) and Zilberman (2001; 2003; 2008). The analysis indicates that decentralization strategy which is adopted in public management model will transfer responsibilities and assumption of the PNBE, exempting the actors to planning actions ensuring the efficiency and efficacy implementation on reading policy to national and municipal levels. The qualified acquis that is distributed by MEC reaches every Childhood Education center and does not depend on teacher's desire or it action, only a few of them know about it and they do not have information about the PNBE, neither receive specific training in order to articulate it to the practice of reading with children from Childhood Education. The reading project implemented by private education system in Natal overlaps the PNBE, making it invisible. The reading places that are available for that schooling stage are summarized to the reading corners. In some CMEI, books remain stored in boxes or they are locked in the closet, out of use to the teachers and students. Thus, care for the acquisition, selecting acquis, and a preoccupation to the supply of the reading and books for this education level are lost into volumes of closed boxes, teachers are jettisoned to this process and children do not have any enchantment to the reading or books. In this context, this paper draws attention to how much we should still investigate in order to understanding the perspectives, stresses and challenges from public policies for the reading promotion in our country. We hope that the research will help to improve the management model of the PNBE, ensuring the reading democratization and therefore the reader's training in early Childhood Education.

In this study, we present a political evaluation of how SENAC/RN perceives PRONATEC, emphasizing all ideological principles, aims and theories that this institution reproduces and reinforces while playing this professional qualification program. We intended to reveal ideological aspects that inspire SENAC’s perception of PRONATEC, pointing the actual interests hidden by those aspects. Our starting question is: What ideologies, objectives and theories that are explicitly or implicitly reinforced by Senac in implementing PRONATEC? In the research, we consider the hypothesis that transferring the responsibility about PRONATEC from public to private institutions is something that impoverishes the professional formation process, once the program ends up subordinated to private institution’s ideological, political and economic interests. The methodological approach chosen was the single case study. As data source, we used broad literature survey, official files of PRONATEC and SENAC, official information about the program and personal interviews. At the end of the research, we present elements that show some “flexibility” on PRONATEC due to SENAC’s interests, offering a superficial professional formation, commonly dissociated from a propaedeutic education, focusing on the need of adaptation e consensus of works around a society project. In this regard, despite PRONATEC is payed by public resources, it’s been used by SENAC as a fortifier of this institution on professional education market, in an hegemonic and neoliberal construction of a model of society.

O Programa Escola Ativa (PEA) foi implementado no Brasil a partir de 1997 no marco de um convênio com o Banco Mundial, com o objetivo de melhorar o rendimento de alunos de classes multisseriadas rurais. O PEA tem seu foco na formação de professores e na melhoria da infra-estrutura das escolas, e propõe amplas mudanças na organização do trabalho docente, constituindo-se na único programa voltado especificamente para as classes multisseriadas no Brasil. Seu histórico é marcado pela coexistência com movimentos sociais que sintetizam e defendem novos princípios para a educação do meio rural alinhados com os seus próprios interesses e configurando-os em um novo conceito: Educação do Campo. Estes princípios devieram em 2002 em Referências para uma política nacional de educação do campo e passaram a orientar, em tese, a reformulação e redirecionamento do PEA. O objetivo desta pesquisa é analisar as mudanças no trabalho docente a partir da introdução do Programa Escola Ativa nas escolas multisseriadas rurais. Três frentes de análise foram abertas: uma análise macro, relativa ao contexto histórico da formulação do Programa e início de sua implantação no Brasil; uma análise meso, relativa aos processos de apropriação e resistência de diferentes grupos de interesse; e uma análise micro, relativa às mudanças no trabalho docente no campo a partir da implementação do Programa, considerando os sentidos que adquire o mesmo para o professor, a partir das novas prescrições e condições engendradas. Ao reconstituir o percurso do PEA, da origem à universalização, buscou-se identificar o papel do professor que atua nas escolas aderentes ao PEA e o papel dos movimentos sociais, ao proporem uma política nacional de educação do campo. Inicialmente, realizou-se uma análise macro dos contextos do desenvolvimento e da implementação do PEA, por meio de revisão da literatura. Observou-se uma retórica modernizadora e uma racionalidade tecnocrática que impunha-se de cima para baixo orientando as políticas, em matéria de autonomia e profissionalização dos docentes. No nível meso, por meio de entrevistas, pesquisa participante e análise documental buscou-se mapear pontos convergentes e divergentes na interlocução da coordenação do PEA com os movimentos sociais que discutem a educação do campo no Brasil. Detectou-se um considerável acúmulo de informações construídas de maneira coletiva e utilizadas pelo movimento crítico de maneira isolada dos articuladores das políticas públicas. No nível micro, foram utilizadas técnicas em que o grupo foi meio e estratégia de abordagem das trabalhadoras e de análise reflexiva dos conteúdos evocados. As técnicas foram utilizadas durante um seminário, com a participação de todas as professoras das Escolas Ativas de um município de Goiás. Observou-se que, da perspectiva das professoras, houve melhora das condições materiais para o exercício da profissão docente a partir do PEA. Contudo, esta foi insuficiente para garantir condições adequadas para todos os professores e alunos e uma ampliação da autonomia do professor, que está condicionada a uma intensificação do trabalho e extensão da jornada. Observou-se ainda o caráter vertical da relação com a coordenadora municipal do Programa. Conclui-se que o Programa Escola Ativa possui um traço de verticalismo forte no modo como é implementado, nas esferas macro, meso e micro, que abarca todo o processo de formulação, implantação, avaliação e universalização e reflete na sua dificuldade de incorporar produções críticas e análises coletivas para além do nível do discurso
